Well, if you're going to ask a celebrity to comment on another celebrity's marijuana usage, you can't do much better than Tommy Chong, one half of the famous duo Cheech & Chong, two comedians known for their fondness for the ganja.

TMZ caught up with the smokester, who says of Justin Bieber's recent pot-related antics, "I knew [Bieber] was smoking before he knew it. Because of his music. Because of his dancing. The guy is a phenom ... It's not just his looks. It's his talent. And you don't get talent like that by drinking alcohol. The herb, man! The herb!"
