Toddler found in cage - Naked sibling locked out in the cold

GoogleDoes anyone smell a week-long "Nancy Grace" series in the making? A man in Tulsa, Okla. is in custody after police discovered him passed out under the influence while his 18-month old daughter was locked in a dog cage. A four-year-old child was also found, locked outside naked in 40-degree temperatures.
ABC News reports police broke into the house to find the toddler covered in feces. A three-year-old child was asleep in another room.
"A citizen was concerned, he heard a small child crying outside for about 20 minutes. He went outside to investigate and found the 4-year-old child," says a Tulsa police spokesperson. "You have to give credit to that neighbor who acted and did not ignore the situation."
The father was arrested and held on $50,000 bond, and the children were taken into custody by the Department of Human Services.
