Tough decision. I wanted to keep them both.
I do see how about them being at a disadvantage for the partner work, but we had a tapper make it to the TOP 4 in Canada and his solos were very engaging and great. And he did get to do a tap routine in the "theatre or Broadway" style ashis partner had taken tap in her life and it was MAGNIFICENT! So a tapper can make it!
I really like Adam Shankman...but is it just me, or was he a bit rude to the interviewer while on camera here?!

I think Adam was genuinely distraught. That's why he appeared rude. I wonder if he knew ahead of time Phil lost his dad. I'm sure he would have been nicer.
There was something about how the tap routines conveyed onto the home audience screen. I keep saying that the audio wasn't good, it appeared as though they weren't in time with the music. I can't put my finger on it, but something was off. But is definitely has to do with the way it's broadcast, audibly.
Gary, you are right, they WERE NOT in time with the music, which is the tap equivalent of a singer being out-of-tune. It's not a broadcast problem, or you would see other dancers not hitting the beats (visually). Those tap solos were amateurish and they deserved to go.
